Angela MacDonald CBE (OG88)

Angela is the deputy chief executive HMRC and Second Permanent Secretary for HMRC. Angela became HM Revenue and Customs (HMRC) deputy chief executive and second permanent secretary in August 2020. Angela is an operations professional with 30 years’ experience of service delivery, transformation and change in both the public and private sector. Angela joined the Civil Service in 2009 to deliver reforms in child support. Following four years as a director at DWP, leading service delivery and transformation, Angela moved to HMRC in 2017 and became the director general for customer services.

The deputy chief executive and Second Permanent Secretary leads 50,000 colleagues in HMRC who deliver customer service and compliance and enforcement activity across all taxes. In addition, the deputy chief executive is accountable for the transformation and change programmes which ensure the implementation of government policy and a modern, digital tax system. The deputy chief executive is a Tax Commissioner and accountable to Parliament for the effective and efficient running of HMRC. Before joining the Civil Service, Angela worked in a number of operational, sales and marketing roles at Aviva plc and its legacy companies.

Matt Noble

Matt graduated from the University of Durham in Languages, worked in the property sector and gained a second degree in Law prior to starting his career in politics. He represents Church Street ward in the City of Westminster and is also the Cabinet Member for Climate Action, Regeneration and Renters for Westminster Council.

Jessica Elgot

Jessica Elgot is the Guardian’s deputy political editor, with a journalistic focus on the British government, Parliament and Whitehall. In 2010, she won the Wyn Harness Prize for Young Journalists and in 2014, was named one of the Drum’s 30 under 30 women in digital media. Previously, Jessica was a national news reporter for the Guardian, and prior to that, assistant news editor for the Huffington Post UK. She makes regular appearances on broadcast – including the BBC’s Andrew Marr show and Today programme, as well as other key political programmes on Radio 4 and 5Live and on LBC. Jessica is also a news reviewer for BBC News and Sky News.
